Contract Awarded for FBI’s New Indianapolis Field Office INDIANAPOLIS, March 26 – The U.S. General Services Administration and the Federal Bureau of Investigation today announced that a lease construction contract has been awarded to build a new FBI Indianapolis field office. The contract was awarded to BC Development Company of Kansas City, Mo., whose development team includes Meyer Najem Construction of Indianapolis as general contractor. The new field office will be built as a complex of three buildings on an 11.45-acre site in the Castleton area of northeast Indianapolis. Construction, tentatively scheduled to begin this fall, is targeted for completion and occupancy in late 2008. The complex will have a three-story office building, an enclosed parking facility and a separate building for automotive and other types of maintenance. BC Development’s design will give the FBI about 110,000 square feet of space at its new location and the capability of expanding the office building by 35 percent, if needed in the future. Privately developed and owned by BC Development, the facility will be leased by GSA for the FBI. GSA is the federal government’s real estate manager. Among BC Development’s recent projects are five lease-construction facilities for federal agencies in four states. One was a FBI field office completed in Birmingham, Ala., in 2005. More recently the company was awarded a GSA lease construction contract for an FBI field office in Jacksonville, Fla. GSA Regional Administrator James C. Handley said the selection of BC Development concludes a 14-month solicitation and evaluation of developers’ proposals. He said, “GSA was particularly impressed with BC Development’s experience in delivering facilities designed and built to the government’s exacting requirements.” Keith L. Lourdeau, Special Agent in Charge of the Indianapolis office of the FBI, said, “The selection of a building design and the awarding of a development contract is a significant milestone in making a new home for the Indianapolis FBI a reality. This state-of-the-art facility will help the FBI effectively serve the residents of Indianapolis, and the entire state of Indiana, well into the future.” GSA’s Robert Theel, Regional Chief Architect, said the design of the new field office gives definition to GSA’s goal of achieving “design excellence” for buildings that house federal agencies. “The developer’s design creates a good balance of function, security, program needs and cost. And at the same time it achieves the added value of sustainability and a distinctive architectural expression.” The location of the new field office, near the intersection of I-465 and Allisonville Road, is about 20 minutes by car from downtown Indianapolis. The lease construction project has an estimated development cost of $38 million. GSA’s lease will pay the developer about $54.2 million over the 15-year term of the contract. As a privately owned property, it will remain on local tax rolls. Today’s announcement was made at the Minton-Capehart Federal Building, where the FBI field office occupies facilities on several floors, totaling about 55,000 square feet. # # #
